2017
The winner of the 2017 MAPSA Board of Directors award this year was the “Next Step” program
In April of 2015, the Sixth Judicial District Public Defender’s Office initiated a program called “Next Step”: a “Probation Assistance Clinic.” The Next Step program is a collaborative effort between the Sixth Judicial District’s Public Defender’s Office; Arrowhead Regional Corrections Probation Officers in Duluth, MN; and the Center for Alcohol and Drug Treatment in Duluth, MN.
The Next Step program creates a support network addressing those areas essential to client success, and those areas where clients often struggle. Next Step addresses client needs holistically, providing more responsive and thorough support. Assistance is available in one form or another to Next Step clients at many stages and in multiple contexts.
Most of the participants involved in the Next Step program are pre-trial release clients who have been released from jail on Arrowhead Regional Correction’s “Intensive Pre-Trial Release” program. Intensive Pre-Trial release clients are commonly considered to be high risk/high needs clients. These pre-trial clients are released from jail to the supervision of a probation officer. Qualifying clients are offered the opportunity to participate in the Next Step program. Staff from the Public Defender’s office and the Center for Alcohol and Drug Treatment then collaborate with the probation officer and the client to provide assistance in order to increase the chances of the client’s success during their time on pre-trial release status and beyond.
